Mentor Council Commits Nearly $7 Million for Municipal Annex, Locks In Five Years of Waste Collection in One Evening

Mentor City Council unanimously approved a $6,970,979 construction contract and a five-year waste-collection extension on Aug. 18, committing millions in taxpayer dollars across two major votes in a single meeting.

The construction contract with Rycon Construction Inc. will fund a new municipal annex at 8500 Civic Center Boulevard, and the service extension keeps Waste Management of Ohio handling residential trash, recycling, and yard-waste pickup through 2031. Together, the decisions represent the largest capital and operating commitments this year in Mentor, Lake County's biggest city by area at roughly 27.8 square miles.

Municipal Annex: Lowest of Six Bids

The annex will house the Police and Recreation departments and add 11 restrooms for the amphitheater grounds. Inside, the building will centralize storage for city records; provide a garage for amphitheater and summer-camp supplies; shelter police specialty vehicles and equipment such as speed trailers and ATVs; and create space for Community Service Unit programs including child-safety-seat assistance and the bike-helmet program.

The city opened six bids on Aug. 7, with proposals ranging from $6,970,979 to roughly $7.924 million. Rycon Construction, a Pittsburgh-based firm with a Cleveland office, came in lowest with a compliant bid of $6,970,979, covering the base bid and Alternate No. 1. That figure landed well under the city's own probable-cost estimate of $8.02 million.

Council adopted the contract as an emergency ordinance and set a 445-day deadline from the notice to proceed. City officials hope to have the annex finished before the 2027 Mentor Rocks concert series.

Waste Management: Extension Without Documented Alternatives

The Waste Management extension continues a contract that took effect Jan. 1, 2022, and is set to expire Dec. 31, 2026; the original agreement was awarded through a competitive sealed-bid process. That original bid package included five optional one-year extensions after the initial term, each requiring written agreement by both parties by Sept. 1 of the preceding year.

Council approved the extension as Ordinance 26-073, unanimously and with rules suspended for expedited passage. Under the new terms, pricing changes take effect in the first year, followed by annual increases of 3.5 percent in each of the next four years through 2031. The current residential trash and recycling charge stands at $28.11 per quarter for single-family homes on public residential streets.

The meeting record does not document council discussion of alternatives to extending the Waste Management contract or any analysis supporting the first-year pricing structure and the four subsequent years of compounding increases.

Bridge Project and Other Business

Council also authorized a $2,299,015 engineering-services agreement with American Structurepoint Inc. for the State Route 615 bridge-widening and interchange-improvement project, whose preliminary estimated design-phase cost is $3 million. The project is expected to receive up to $3 million in federal engineering and design funding through the Ohio Transportation Review Advisory Council program.

A public hearing on a conditional-use permit for a recreational facility at 7420 Clover Avenue had been scheduled for Sept. 1 but will not proceed; the application was withdrawn. No members of the public offered comment during the Aug. 18 meeting before the comment period closed.
