Mentor Planning Commission to Weigh Trailer Sales at Heisley Road Business Site

Trailer sales could be added to a busy Heisley Road commercial site — but only if Mentor's Municipal Planning Commission finds the use will fit the corridor and sets any needed safeguards. On July 23, commissioners will hold a public hearing at 7 p.m. to consider whether NEO Motors and RD Investments Properties, LLC can sell trailers at 5700 Heisley Road under a conditional use permit.
Trailer sales are not permitted automatically in the B-2 General Business District; they require a conditional use permit under Section 1135.03 of the Mentor Municipal Code. The property sits on a high-traffic, mixed-use commercial stretch of Heisley Road lined with retail businesses, service stations, restaurants, medical offices and fitness facilities. NEO Motors already operates an automobile repair shop there under a conditional use permit approved in February 2026.
The seven-member Planning Commission reviews industrial and commercial buildings, subdivisions and rezoning requests. In this case, commissioners must decide whether the proposal meets the city's standards — and whether conditions are needed to protect public welfare and carry out the zoning code's intent. If it does not meet those standards, the commission must deny it.
The question is not simply whether trailers can be sold there. It is whether trailer sales can operate on the site without adding avoidable strain to parking, vehicle access or the look and function of the corridor. Conditional use permit applications for trailer sales must spell out the proposed activity, operating hours and employee count, and must include a preliminary site plan showing trailer locations and parking, plus a floor plan for the business layout. Any trailers displayed or stored outside must meet Section 1161.04 of the Mentor Municipal Code covering outdoor storage and display regulations.
The B-2 General Business District is Mentor's most intensive commercial zoning classification, permitting a wide variety of retail and service uses. But the addition of trailer display and sales operations could introduce questions about parking capacity for customers browsing inventory, sight lines for drivers entering and exiting the property onto the busy corridor, and whether outdoor trailer storage would alter the appearance and commercial character of the mixed-use strip.
The zoning code sets a higher bar than commercial viability. Under Section 1135.04(a), the Planning Commission must determine that a proposed conditional use will be in harmony with neighboring properties and will not adversely affect their use. Commissioners also must find that the use will not adversely affect the health or safety of persons residing or working in the neighborhood and will not change the character of the neighborhood. The commission must determine the use will not be detrimental to the public welfare or injurious to property and is in accord with the purpose and intent of the zoning chapter and the city's Comprehensive Plan.
The hearing will be held at the Mentor Municipal Center, Council Chambers, 8500 Civic Center Boulevard, Mentor, OH 44060, and is open to public comment, giving residents an opportunity to weigh in before the commission votes.
